Well TV's can dedicate for components for tuning under very adverse
conditions. Your test doesn't quite rule out the signal quality, but
it's a strong indicator.
Well the tuner on a PVR-350 is not big loss, if the rest of the card
works. The PVR-350's main unquie features are its hardware MPEG
decoding to and creating an output video signal. Those are the
functions you really don't want to loose. An PVR-150 or HVR-1600 are
common and work fine for RF input.

BTW did your card stop working after the OS/software upgrade, or was it
like this before?
